At birth, a certificate is required. <\/span><a style=\"color: #000000;\" href=\"https:\/\/www.senegalservices.sn\/demarche\/declarer-une-naissance\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">of birth<\/span><\/a><span style=\"font-weight: 400;\">, upon death it is the<\/span><a style=\"color: #000000;\" href=\"https:\/\/www.senegalservices.sn\/demarche\/declarer-un-deces\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">acte de d\u00e9c\u00e8s<\/span><\/a><span style=\"font-weight: 400;\">, and between the two, it is <\/span><a style=\"color: #000000;\" href=\"https:\/\/www.wearetech.africa\/fr\/fils\/actualites\/tech\/senegal-numerique-s-a-met-a-jour-les-procedures-et-demarches-administratives-inscrites-sur-senegalservices-sn#:~:text=Elle%20permettra%20aussi%20de%20renforcer,seront%20au%20service%20des%20usagers.\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">+700 documents<\/span><\/a><b> ( <\/b><span style=\"font-weight: 400;\">ID card, passport, voter registration card, driving license, etc.). This may be required by public services.<\/span><\/span><\/p><p><span style=\"font-weight: 400; color: #000000;\">Accessing essential administrative documents remains a real challenge for a large part of the population. Citizens often have to go to several counters, wait long periods of time, and understand complex administrative French.\u00a0<\/span><\/p><p><span style=\"font-weight: 400; color: #000000;\">In this context, Baamtu presented a multilingual conversational assistant at the LLAMA Impact Accelerator in Meta. The vision of this project is to enable all citizens to easily access services, regardless of their location. They will be able to interact with a conversational assistant to follow the procedure for obtaining the documents they need. Citizens often have to go to multiple counters, wait long periods, and understand complex administrative French. These obstacles have direct impacts: delays in their studies, slowed careers, and difficulties accessing basic rights.<\/span><\/p><h3><span class=\"ez-toc-section\" id=\"1_Barrieres_linguistiques_et_accessibilite\"><\/span><span style=\"color: #000000;\"><b>1. Language barriers and accessibility<\/b><\/span><span class=\"ez-toc-section-end\"><\/span><\/h3><p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">Most documents and forms are in French, a language that less than half of the population fully masters, while the<\/span><a style=\"color: #000000;\" href=\"https:\/\/www.ansd.sn\/sites\/default\/files\/2024-07\/Rapport_Final_EHCVM_2021-2022_VF.pdf#:~:text=Au%20S%C3%A9n%C3%A9gal%2C%20le%20taux%20d'alphab%C3%A9tisation%20est%20de,le%20taux%20d'alphab%C3%A9tisation%20est%20plus%20%C3%A9lev%C3%A9%20chez\"><span style=\"font-weight: 400;\"> literacy rate is 56.9% (in 2021), with a higher trend in urban areas (70.2%) than in rural areas (42.1%)<\/span><\/a><span style=\"font-weight: 400;\">This situation often forces citizens to resort to intermediaries to complete or obtain certain documents, which results in additional costs.<\/span><\/span><\/p><h3><span class=\"ez-toc-section\" id=\"2_Dysfonctionnements_administratifs_et_gestion_archaique\"><\/span><span style=\"color: #000000;\"><b>2. Administrative dysfunctions and archaic management<\/b><\/span><span class=\"ez-toc-section-end\"><\/span><\/h3><p><span style=\"font-weight: 400; color: #000000;\">Delays are exacerbated by strikes, staff absences, and frequent computer outages. Archive management remains largely manual, complicating document retrieval and increasing the risk of loss, damage, and fraud.<\/span><\/p><h3><span class=\"ez-toc-section\" id=\"3_Infrastructures_insuffisantes_et_couts_indirects\"><\/span><span style=\"color: #000000;\"><b>3. Insufficient infrastructure and indirect costs<\/b><\/span><span class=\"ez-toc-section-end\"><\/span><\/h3><p><span style=\"font-weight: 400; color: #000000;\">Many administrative offices are dilapidated or overcrowded, making it difficult to serve the public, especially those with reduced mobility. Furthermore, citizens often have to resort to intermediaries to expedite procedures, which increases the overall cost of obtaining documents.<\/span><\/p><h2><span class=\"ez-toc-section\" id=\"II_Solution_pour_les_demarches_administratives_le_chatbot_multilingue\"><\/span><span style=\"color: #000000;\"><b>II. Features and Technologies<\/b><\/span><span class=\"ez-toc-section-end\"><\/span><\/h3><p><span style=\"font-weight: 400; color: #000000;\">To address the identified challenges, Baamtu has developed a multilingual conversational assistant. It understands and responds in French as well as in local Senegalese languages, such as Wolof, Fulani, and Serer. This solution would use advanced large language model (LLM) technologies such as Llama.<\/span><\/p><p><span style=\"font-weight: 400; color: #000000;\">The chatbot integrates several key modules:<\/span><\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"color: #000000;\"><span style=\"color: #000000;\"><strong>Intent detection<\/strong> : understands the user's request precisely.<\/span><\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"color: #000000;\"><span style=\"color: #000000;\"><b>Response Generation (NLG)<\/b><span style=\"font-weight: 400;\"> : provides clear and relevant instructions.<\/span><\/span><\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"color: #000000;\"><span style=\"color: #000000;\"><b>Speech recognition (Speech-to-Text)<\/b><span style=\"font-weight: 400;\"> : allows you to ask questions orally.<\/span><\/span><\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"color: #000000;\"><b>Text-to-Speech<\/b><span style=\"font-weight: 400;\"> : plays back the answers audibly.<\/span><span style=\"font-weight: 400;\"><br \/><\/span><\/span><\/li><\/ul><p><span style=\"font-weight: 400; color: #000000;\">Thanks to this multi-channel architecture, the chatbot can be used via mobile, web or WhatsApp, guaranteeing maximum accessibility, even for people living in isolated areas or with mobility difficulties.<\/span><\/p><h3><span class=\"ez-toc-section\" id=\"2_Demonstration_et_usage_concret_du_chatbot_destine_aux_papiers_administratifs\"><\/span><span style=\"color: #000000;\"><b>2. Demonstration and practical use of the chatbot for administrative paperwork<\/b><\/span><span class=\"ez-toc-section-end\"><\/span><\/h3><p><span style=\"font-weight: 400; color: #000000;\">We can therefore cite examples of tasks which are simplified with the shabtot dedicated to administrative papers:\u00a0<\/span><\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">When asked how to obtain a birth certificate, the chatbot immediately indicates the relevant services, such as Senegalese diplomatic or consular representations.<\/span><span style=\"font-weight: 400;\"><br \/><\/span><\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">A question about obtaining a national identity card generates a clear answer that complies with official procedures.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">The chatbot can also request an authentication document (for example, an image of an identity card), interact directly with the systems of the relevant ministry to verify the information, and then return the requested administrative document (such as a criminal record extract) directly to the user, after validation.<\/span><\/li><\/ul><p><span style=\"font-weight: 400; color: #000000;\">These interactions demonstrate that the conversational assistant does more than provide generic information. It responds accurately to citizens' specific requests, while simplifying the administrative process.\u00a0 <\/span><span style=\"font-weight: 400; color: #000000;\">Thus, it contributes to social inclusion and facilitates access to public services.<\/span><\/p><h3><span class=\"ez-toc-section\" id=\"3_Le_chatbot_multilingue_de_Baamtu_IA_eprouvee_avec_plus_de_50_000_utilisateurs\"><\/span><span style=\"color: #000000;\"><b>3. It has already been used in sectors such as healthcare and finance.
